The threat that hostile activity by states and state actors poses can take many forms. Whilst many threats relate to advanced cyber capabilities, state actors may also use bugs or close access technical attacks to gather information. They may co-opt others to conduct activities on their behalf.
The following NPSA guidance can help organisations to understand how physical security measures may enhance protection against the threat posed by state actors seeking to conduct malicious activity directly, or through a co-opted employee.
Access control systems and locks are about controlling who can go where and when and integrate with physical barriers to provide delay and detection against a multitude of attackers.
