Inaccessible PDFs and Word documents

PDFs and Word documents form a considerable proportion of legacy NPSA guidance, including downloadable assets. An enhanced content review process will identify where these are to be retired, replaced with HTML pages or left as they are.

Correcting all of these issues will constitute a disproportionate burden.
